SWEEP announces 2025 Leadership in Energy Efficiency Awards

[BOULDER, CO] – The Southwest Energy Efficiency Project (SWEEP) announced its 2025 Leadership in Energy Efficiency Awards yesterday, recognizing a state energy office director, a nonprofit organization leader, and a regional transit agency for outstanding work to make our communities more efficient, save people money, and reduce pollution.

SWEEP honored Will Toor, currently the Director of Colorado’s Energy Office, with a Leadership in Energy Efficiency award for his decades of service and extraordinary record of success in advancing energy efficiency and climate policy at the local and state level in Colorado.

“Through his intellectual acumen, collaborative problem-solving, and strategic vision, Will has had a profound impact on climate and clean energy policy across Colorado and beyond,” said Elise Jones, SWEEP’s Executive Director. “As a mayor, a county commissioner, a nonprofit and university sustainability leader, and now a state energy office director, he’s left his mark no matter what hat he’s worn.”

SWEEP also recognized the Roaring Fork Transportation Authority (RFTA), a transit agency serving Colorado’s West Slope communities in the Roaring Fork and Colorado River valleys, a 70-mile corridor stretching from Rifle to Aspen. The largest rural transit provider in the country, RFTA earned the award for an exceptional record of innovation, performance, and leadership in rural mobility service, affordably and sustainably connecting a diverse community of residents to jobs, resources, housing and recreation.

“Every day, RFTA shows how transit can support the economy, mitigate housing affordability challenges, and improve everyone’s quality of life,” said Travis Madsen, SWEEP’s Transportation Program Director. “RFTA’s work to provide convenient, fast, affordable, efficient, and clean mobility service stands out as an example that communities all across the country can look to for inspiration.”

SWEEP also gave a Leadership in Energy Efficiency Award to Ona Porter, Founder Emerita and Clean Energy Leader of Prosperity Works, a nonprofit that provides support to low-income New Mexicans. The award celebrates her lifelong commitment to ensuring that clean energy solutions reach every New Mexican household.

“From founding Prosperity Works to championing energy programs that reduce costs and expand opportunity, Ona Porter’s vision has transformed how New Mexico approaches equity and clean energy,” said Alex Eubanks, New Mexico Representative for SWEEP. “Her work has empowered communities and inspired a generation of advocates and policymakers.”
