Arizona is a home rule state, with codes adopted and enforced by local
jurisdictions.
Colorado
Colorado is a home rule state, with codes adopted and enforced by local
jurisdictions. The 2003 IECC or any successor edition, however, is the minimum
energy code for any jurisdiction that has adopted a building code.
